"Shirley and I went to the Wastewater location again today to look for other Warblers (see previous post). We found a flock of Palm Warblers next to the abandoned building near the model airplane field. Below is a picture of one. One highlight was being able to see and photograph the flock of American Golden-Plovers that you posted information on yesterday. You can see most of them in the picture below along with a Killdeer who got caught up in the excitement. This was taken near the north end of the center dike."

Beautiful capture. Can you help me understand WW? Are there rules on where you can and cannot go? What hours? Do you need to check in? Thank you for any clarification.

Get a pass (daily or annual) at the office on your first visit. Display the yellow card that comes with your pass in your windshield (place on dash or frequent visitors tape to inside of windshield). Then use common sense (check rearview mirror frequently, always park to the right on dikes and roads so WW vehicles are not obstructed, etc.). Site is patrolled frequently by sheriff deputies and state police; if you do not have card displayed or pass, you will be asked to leave the property. WW management considers birders an asset; wave at the people in the trucks and they invariably wave back.
CONTINUING: Stay on roads and dikes; don't take a vehicle where vehicles have not already gone. The public is not allowed on the property after dark. My understanding is that by dark you should no longer be on the dikes of the lagoons or the two-tracks on the cornfields. Since the regular roads out there (White, Swanson, Laketon) are not posted and are as accessible as Apple Ave. and Maple Island Road, I think it's okay to be on those anytime, but since they are "on Wastewater property", I don't know that for sure.
