I saw this hawk at the Wastewater Sunday, early afternoon, in the basins. Did not get a picture of it flying, though under the wings was very white. The bottom shot is from the Audubon website of a dark morph Swainson's Hawk. Could this be one also?

Don's hawk could be a Swainson's this time of year, but a dark-morph Rough-legged Hawk would be more likely. See more information in the comments. - Ric

Don, very cool bird. I just happened to be emailing Caleb Putnam about some other stuff when I saw your post. I added a paragraph to him to look over these photos. He might reply here or if he replies by email, I'll post his thoughts here. Meanwhile I'm going to guess dark-morph Rough-legged Hawk.
I think it was to big for a RLH. The wing span looked to be over 5 feet. It flew from the south road in the basins flying along one of the north-south ditches crossing White Rd. I lost track when it got to the pine trees. It stayed low the whole way never getting above the pines.
Caleb emailed back: "Still working on it but I think it is almost certainly a RLHA. I'll look at my books more closely tomorrow to see if there's anything I am missing on tail pattern etc. Are there additional photos? Underwing and talons would be helpful field marks to see if possible."
(The RLHA could also have longer wings. Wheeler & Clark's raptor guide gives these minimum and maximum wingspans in inches: Swainson's 47-54, Red-tailed 43-56 and Rough-legged 48-56.)
Don, I was the other car watching this hawk from the grassy cells. I saw someone with a camera on the cement dyke, which must have been you. I watched the bird for sometime and saw it in flight at close distance. It is a dark phase rough-legged hawk.

That was me. Saw it again today, Monday and agree, RLH. When I get home I can look and see if I got some better, at least for I.D., pictures...
