I have been working with raptors for over 30 years, (buteo's accipiters and falcons) and have never seen and raptor cash any prey. From my experience, I would go with a weasel, or a human using the scaup with poison to kill raptors.

Being that its up at least 40 ft and no tracks were around, I would rule out humans. No weasels on the preserve property. We do have a resident coopershawk.
